Good Governance:

Create a yearly participatory budget initiative (annual $100,000 fund) that allows residents to contribute to public decisions by choosing how a portion of the city’s budget will be used for community or environmental projects.

Continue to limit the residential taxation rate to below the annual cost-of-living rate, as has been done in the past. Building a vibrant, inclusive Dorval — where families thrive, youth are empowered, and seniors feel supported.

Increase the triennial capital investment program at an average of $13 million per year to support infrastructure renewal and better mitigate climate change.

$6 million will be reserved in 2026/2027 for a grant program to help households affected by the rainstorms of August 9, 2024 and July 13, 2025.

Implement the “PLAN FOR SECURING ACCESS TO SCHOOLS ZONES” developed by the previous administration.

Create a mini-ecocenter in Dorval for large waste disposal.

Dorval North

Design a cycling education & training park & pump track in Surrey Park.

Redesign Westwood Park as multi-use, intergenerational spaces for all ages and abilities.

Construct a new gymnasium at the Surrey Aquatic and Community Centre.

Renovate Surrey Park as a local community park.
Dorval South

Redesign Courtland Park as multi-use, intergenerational spaces for all ages and abilities.

Renovate Jean-Paul Bernier Park as a local community park.

Launch a multi-year project to build protected bike paths along Dawson Avenue (east-west) and Pine Beach Avenue (north-south).

Refurbish the walking path in Millennium Park.

Develop an architectural vision and plan to expand the Peter B. Yeomans Cultural Centre and Library to offer new services to the community, including a multi-functional performing arts venue for 175 people.

Refurbish the turf soccer field and the baseball field at the Sarto Desnoyers Community Centre.

Renovate the heritage property of the Désiré Girouard Home & Chapel situated at 12 Dahlia, and create a new Creative Arts Centre for local community groups such as the Dorval Artisans, Dorval Potters, Dorval Weavers, La Ruche and Dorval Painters, etc.

Develop plans to rebuild the Dorval Tennis Club chalet, add new LED lighting and renovate the tennis courts.

Environment and Climate Change

Council to implement Phase 3 of the OASIS Program, supporting surface greening projects to mitigate and reduce the effects of heat waves and heavy rainfall caused by climate change.

Develop a Municipal Climate Change Adaptation Program and implement adaptation measures for municipal buildings.

Examine all current grant programs and develop new ones to support residents in mitigating the effects of climate change by transitioning to battery-powered alternatives.

Plant 500 new trees annually throughout the city and at Golf Dorval.

Continue programs for purchasing electric vehicles for the municipal fleet.

Redevelop Windsor Park into a re-naturalized green space and sponge park.

Double the size of Ballantyne Park and create new green spaces by relocating the Public Works building to the Industrial Park.

Build an Ecocentre for CRD’s and hazardous waste.

Economic Development:

Redevelop Dorval Village by burying electrical and utility wires and improving sidewalks, crosswalks, curb ramps, pedestrian signals, and traffic calming measures.

Continue the restoration of the Gardener’s House in Pine Beach Park.

Continue seeking opportunities to purchase land to increase green space or develop social projects that benefit the community.

Build a new Public Works garage inspired by the Net Zero building model.

Develop and enhance new services and programs offered by Dorval Community Aid.
